Olde Eau Gallie
The Eau Gallie area of Melbourne is the latest portion of the city designated
as a redevelopment district. The area currently includes the City of Eau
Gallie downtown area, which merged with Melbourne in 1969.
A
portion of city and county taxes generated from the area will be available
for revitalization projects.
Everyone living or doing business in the Eau Gallie area has been encouraged to participate in a multifaceted revitalization effort. During the last decade the area went into decline, evidenced by a drop in property values and a higher crime rate. A study was conducted to establish that the area was affected by conditions that warranted establishment of a redevelopment district. Redevelopment provides a framework for efforts by the city, residents of the area, and businesses to pursue revitalization projects.
Two plans are underway in the Eau Gallie area. One is the Neighborhood Revitalization Effort, which began with local residents asking their local government for assistance with persistent community problems. In response, the City of Melbourne applied for an Urban Infill and Redevelopment Assistance Grant Program. The program was established at the state level in 1999 to assist local governments in efforts to help revitalize urban areas. The program hinges on involvement of area stakeholders in a holistic and collaborative planning process. It produces an implementation program to revitalize the urban infill and redevelopment area.
The second effort has been establishment of the Community Redevelopment Area. This redevelopment designation responds to merchant needs to recapture investment and interest within the urban core area of Eau Gallie. The Board of Brevard County Commissioners delegated the powers as outlined in the Florida Statutes to create, operate, and maintain the Olde Eau Gallie Riverfront Community Redevelopment Agency to the Melbourne City Council. Specific boundaries were set for the an Eau Gallie community redevelopment district. The current boundaries are represented one the map above.
Redevelopment Agency Advisory Committee
7 regular members and 2 alternate members 2-year terms (after initial appointment)

Duties: The committee shall serve as an advisory body to the Olde Eau Gallie Riverfront Community Redevelopment Agency (City Council) for the Olde Eau Gallie Riverfront Community Redevelopment Area. The duties shall include preparation of recommended plans and modifications for redevelopment projects in the defined area.
The committee shall consist of seven members and two alternate members. Terms shall be for two years. Any person may be appointed to serve as a committee member, provided that said person is a resident of the City, or is engaged in business within the redevelopment area, and is otherwise eligible for such appointment. "Engaged in business" means owning a business, practicing a profession, or performing a service for compensation, or serving as an officer or director of a corporation or other business entity so engaged.
The committee shall select a chairperson and vice-chairperson each year in January. The chairperson shall preside at all meetings and in the absence, the vice-chairperson shall preside. The presence of four members shall constitute a quorum of the advisory committee for meeting purposes. Action may be taken by the committee upon a vote of a majority of the members present, unless agency rules require a larger number.
The committee shall utilize Roberts Rules of Order Newly Revised as the official rules of procedure. A session of the committee shall begin on October 1 and terminate on September 30 of each year.
The committee shall meet on the second Thursday of every month, 8:00 a.m., Eau Gallie Civic Center. The agenda of each meeting shall be advertised at least three days prior to said meeting by posting a notice at City Hall. The agenda (notice) shall set forth the time, place, and date of said meeting and shall also specify that more than one member of the City Council may be in attendance at the meeting and may participate in discussions.
Additionally, this committee shall also serve as the Urban Infill Area Advisory Committee as established by Ordinance No. 2001-24.
